Abstract
This study aimed to find out the reality of Corporate Governance (participative management) in civil society organizations in the governorate of Ramallah and Al Bireh from the perspective of workers and prospects for enhancing it. To achieve this objective the study questions and hypotheses were presented, and the descriptive approach was followed due to its suitability for the study purposes , and the study population consisted of all workers in civil society organizations in the governorate of Ramallah and Al Bireh numbered (1400) employees, a sample of 140 employees (10%) was selected by the systematic random method. The research tool was the field questionnaire which consisted of (47) paragraphs, were checked for sincerity reliability and showed sincerity and reliability average of (0.98) which is a very good degree that meets the purposes of the study. The research consisted of the independent variables of (sex, age , scientific qualification , number of employees, and years of experience), and other dependent variables which were (planning, administrative decision-making, investigation of belonging and loyalty to the organization, worker's training, workers stimulation, and development of administrative leaders). To respond to the research questions and hypotheses , averages , percentages, and standard deviations were found and (T-test) for independent samples , and (One-way ANOVA) test for the indication of differences in the responses of the study sample were conducted. The results of the study indicated that the average of the answers of the research sample about corporate governance in civil society organizations in the governorate of Ramallah and Al Bireh from the perspective of workers was (3.75) in a big evaluation in all scopes of the study, where the participative management in the civil society organizations was effective in administrative planning , decision-making, belonging and loyalty to the organization, and in workers' training and stimulation, and in the development of administrative leaders. The study results showed that there were no significant statistical differences at the level of significance ( = 0.05) in the reality of corporate Governance (participative management) in civil society organizations in the governorate of Ramallah and Al Bireh from the perspective of workers due to variable of sex on all the research scopes except the scopes of participation in administrative planning and workers' training. But due to variable of age there were significant statistical differences, except for the scope of participating in administrative planning and scope of development of administrative leaders in the organization and on the total degree. Regarding the variable of scientific qualification there were no significant statistical differences on the scopes of participation in administrative decision-making and development of administrative leaders in the organization and on the total degree. The study results also showed that there were no significant statistical differences at the level of significance ( = 0.05) in the reality of Corporate Governance (participative management) in civil society organizations in the governorate of Ramallah and Al Bireh from the perspective of workers due to number of workers in the organization / branch on all scopes , except scope of belonging and loyalty, the scope of workers' training, the scope of stimulating workers, and the scope of total degree, either variable years of experience show that there are differences in the centre of personnel training, and stimulate workers axis and the axis of college degree. And regarding the variable of years o experience there were significant statistical differences on the scope of workers' training , workers' stimulation , and on the total degree. There were also some of the civil society organizations in the governorate of Ramallah and Al Bireh do not follow the corporate governance and have the bureaucratic nature of work, in addition to non-cooperation and patriarchal mentality, and the concentration of decision- making in central headquarters, and loss of effective control system with the existence of a formal role of the boards of trustees which led to the lack of job security for employees. After analyzing the results , the researcher presented a set of recommendations which were to strengthen and activate the administrative participatory process in the work of civil society organizations because of its positive effects that serve the interest of the individual and the organization, as well as giving a growing interest to the workers' views and thoughts during the process of administrative planning , and the need to work to make room effectively and really to the workers in the process of administrative decision- making , and the need to develop administrative leaders inside these organizations to improve the ability of workers to shoulder responsibilities, and to support programmes and activities of the organization.
