Abstract
This study was conducted concerning the role of land settlement in the spatial planning operations, with special focus on Dura city in the Hebron Governorate. The study amis at clarifying the importnce of land settlement and its role in spatial planning from all aspects, developmental, economic, societal, and ecological. The study proves that despite the obstacles put forth by the Israeli occupation, hindering the land settlement activities for years, and still hindering spatial planning activities, considerable Palestinian efforts are being made to contain the various violations in regulatory fields, and correct the historical errors concerning land use which contradict sound spatial planning. The study concentrated on the city of Dura with its land settlement experience, studying the land usage patterns in the city, the various stages it went through, and the arising problems on the ecological, societal, and developmental levels. The study found that sound planning and the adoption of developmental policies on the local and regional levels, following up on the implementation of those plans, and monitoring the results, is sufficient for an exit from the current situation. The study also found that the process of rapid urbanization, with the ensuing negative development, environmental, societal, and services problems due to the absence of land settlement, could be curbed through correcting the planning processes based on land settlement activities carried out by the Land & Water Settlement Commission
