Abstract
The study aims at defining Qatar role thorough its diplomacy with some countries and political parties since 1995-2012 although it is classified within the Third World, and has no impact in the region as Saudi Arabia and Egypt have. The study aims at clarifying the nature of foreign policy of Qatar on international, regional, and Arabic level, its effect on Arab-Arab ties, how policy making is made in those countries, the effect of the economic factor and the financial support in making policy. Furthermore, explaining the factors that contributed in Qatar’s success as a significant player in the Arab region, then defining the nature and the reasons through the financial, media and political support for certain Arab countries and political factions, mainly after the Arab revolutions and how it affect the Arab-Arab relations. The researcher used the descriptive method which describes the phenomena of Qatar’s political and financial support, the tool of transforming the context as a tool for analyzing some related studies and articles. The research has reached some results including that Qatar has managed to be a significant player in the Arab world despite its limited land and the lack of human resources. Also the Qatari-American relations, the economic power of Qatar and the role of Aljazeera channel in the region have a great influence in its success in plying such a role. Furthermore, Qatar played a dynamic role in raising the pace of Arab spring revolutions utilizing from its foreign policy, the financial, political, and media support, and its good relations with the United States of America. The results also show that Qatar made successful breakthroughs by enabling the Islamic Sunni project in the Arab region through political, financial and و media support. Such support has been implemented in Egypt, Tunisia, and Libya so that Qatar could guarantee supporting regimes for its near future policy. Yet, Qatar succeeded in conciliating political attitudes for some Arab countries that it supports them especially regarding the Syrian affairs
