Abstract
Management reengineering is a modern administrative tool used by organizations to improve their performance in the 1990s. Management engineering means the principal rethinking and redesign of administrative processes in order to achieve drastic improvements that are substantially superior and not a marginal improvement in performance criteria characterized by high cost, quality and speed. In light of the challenges facing various organizations and institutions, including hospitals, it is necessary to search for concepts and new management methods to deal with complex environmental variables. This management reengineering approach is necessary to meet the basic requirements and objectives of each hospital looking for efficiency and effectiveness and to maintain its survival and continuity. This study aimed to identify factors that enhance job performance among workers in hospitals in Ramallah and Al-Bireh from the perspective of management engineering as well as to illustrate the impact of management engineering on the determination, design and execution of administrative processes and consequently their effect on job performance in terms of efficiency and effectiveness. This study was conducted during the period from December 2013 to March 2014. It included a number of governmental, private and non-governmental hospitals. The study included a specific management levels within those hospitals. The study is one of the early studies that have addressed in more details the enhancement of job performance among hospital workers in Ramallah and Al –Bireh from the perspective of management engineering.. This study used a descriptive approach and a self-administered questionnaire based on Likert scale, as a study tool. The questionnaire was distributed to all study population of 91 persons and the response rate was 76.3%. Data were analyzed statistically using the Chi-square test, independent sample t-test and Pearson correlation. The study revealed that hospitals determine their administrative processes with a high degree. But they need to pay more attention and interest in the design of their administrative processes. Hospitals need to train their staff and improve their performance and to pay more attention to monitoring and empowerment of their staff. The study revealed that hospitals work to improve their administrative processes but at intermediate degree. Hospitals also work to keep pace with technological advances slightly. The studied hospitals work to reduce the running costs at a high degree and to improve the service quality at an intermediate degree. Additionally, hospitals work to integrate the administrative processes moderately. The study has concluded that there is a strong correlation between factors of management engineering and job performance of workers in hospitals in Ramallah and AL-Bireh. The study recommends that hospitals focus on the training and empowerment of their workers which will lead to improving job performance and satisfaction of clients. Hospitals need to activate the monitoring function that will lead to determination of faults, problems and obstacles facing their work and providing suitable solutions for them. Hospitals also need to activate a system of financial and moral incentives, which stimulates employees and stakeholders to develop their performance and increase their loyalty. It is also important to pay attention to the development of the technological side and keep up with technological developments in order to improve performance and improve the quality of services provided to beneficiaries, as well as making contribute to reducing the time and effort in executing their work. Hospitals need to pay greater attention to the design of administrative processes in terms of flexibility and efficiency in order to ensure the achievement of the desired goals. There is a need to pay greater attention to the outputs in terms of their quality and how to take advantage of them. There were no statistical significant relating to the call to Reengineering and its positive results of inter-sectoral, but the public sector is the one who called for the Reengineering and results of the positive more than any other sector, it followed by the private then NGOs sectors; this is due to the nature, structure, and composition of challenges that face each sector. The study concluded the need to need to apply Reengineering hospitals in Ramallah and alBireh, although there is a difference between the sectors in the order of priorities and the need to apply Reengineering. The study also concluded that there is a strong correlation between the elements of administrative engineering and enhance the functionality of the workers in the hospitals in Ramallah and al-Bireh.
