Abstract
This study aimed at identifying the role of training in Human Capital Development in the Institutions of the Palestinian National Authority, and determining whether this role varied due to the difference of all demographic variables (gender, educational qualification, job position, years of experience, and the department where the employee works. The researcher adopted the descriptive approach. She designed a questionnaire which included (69) items distributed into six areas and had a high degree of reliability and validity amounted to (0.98). The questionnaire was distributed to all respondents of the study population in the General Personnel Council including directors general, their deputies, departments’ directors, divisions’ heads, besides administrative employees officially registered according to the adopted organizational structure at the General Personnel Council totaling (144) employee according to the records of the year (2015). The researcher carried out an overall survey of all respondents of the abovementioned Study population. Due to a variety of reasons, however, (100) of these surveys were considered valid for analysis and thus constituted the sample of this study. The researcher reached a conclusion that the General Personnel Council plays a significant role in the field of Human Capital Development inside the Council and the state institutions, through carrying out the procedures related to training process as stipulated in the Civil Service Act and its regulations, implementing the policies and general strategies of training as well as setting the national plan of training through the 30-month Civic Service Reform in the West bank and Gaza Project financed by European Union Project and used to build training localization policy, as well as cooperating with many of the international and Arab institutions in the area of delivering training programs for the benefit of employees in the General Personnel Council and the State of Palestine. Upon examining the demographic variables, it was found that there were no statistically significant differences at the level of statistical significance (a=0.05) among the averages of the respondents’ answers concerning the role of training in Human Capital Development at the Institutions of the Palestinian National Authority according to all Study variables. Furthermore, Pearson Correlation Coefficient was calculated to find the relation among the study areas, where a direct relation with statistical significant was found among all the study areas. The Study recommended urgent commencement with activating the National School of Management, implementing the national plan of training, reinforcing and supporting the training localization policy, speeding up in declaring the amendments of Civil Service Act and its regulations, reinforcing the cooperation and partnership relations with the local, international and Arab institutions in the field of training, setting plans to recruit funds for carrying out the training programs, preparing economic studies showing the extent to which productive and financial returns can be achieved through holding comparison of training costs depending on the standards of productive and administrative performance efficiency, and finally developing training strategy by the General Personnel Council that will give rise to a clear and precise plan based on considering the real needs of all categories of the trainees.
