Abstract
This study identified the impact of the challenges of development in information and communication technology on Al-Quds Open University from the perspective of human resources management strategies، and the impact of each of the demographic factors (personal and professional) that deal with the human resources management strategies and that respond to the challenges of development in information and communication technology on Al-Quds Open University. The research was conducted in all the branches and offices of the presidency of the university. The main stream management of Al-Quds Open University to keep pace with the development in the field of information and communication technology، which made it necessary to examine the challenges of this development through the use of strategies in the field of human resources management، had represented the biggest motivation to make this study، as well as the important role of human resources management through the adoption extensively in the current and the future information and communication technology. The most important results of this study showed the existence of a correlation between the challenges of development in information and communication technology faced by human resources management and the human resources management strategies used at Al-Quds Open University، and a strong influence of obstacles that follow the development in information and communication technology from the perspective of human resources management strategies، especially in respect with the weakness of the material resources of the university to follow the development in information and communication technology and the lack of development of the policies of the selection and appointment in the management of human resources in line with development in information and communication technology، and the lack of interest in the application of human resources management strategies، and the results of the testing hypotheses concerning demographic variables (personal and professional) indicated no statistical differences in the answers of respondents due to the age، sex and years of experience in the use of information and communication technology، while there were statistical differences in the answers of respondents due to the basic salary، qualification and functional level about the reality of human resources management، the reality of the use of information and communication technology and human resources management strategies at Al-Quds Open University in favor of higher categories of salary، qualification and functional level. The study came out with a set of recommendations، the most important of which were the need to raise awareness of the importance of the role and function of the human resources management strategies، and the use of information and communication technology at AlQuds Open University، especially among workers with lowest salaries or job levels or qualifications، and work to reduce barriers to follow the development in information and communication technology، through the development of plans and programs that will strengthen the financial resources to pursue development in information and communication technology، and to work on the development of policies of selection and appointment in the management of human resources in line with the development in information and communication technology، and show interest in the application of human resources management strategies especialy the learning strategy، the continuous training and human development strategy، and work to reduce the outstanding challenges in information and communication technology faced by human resources management on AlQuds Open University، through the necessity of providing material and human support for human resources management، to enable them to introduce the development in information and communication technology into their current systems.
